The official reason for why Marvel did it.

- Seeing B list heroes who should have been able to beat up Rogers but couldn't in the past crush him now because bad guys don't win.

- Marvel again having to explain why nobody could see a characters secret until not.
- Bucky now has a chance to save Steve.

- Rogers having to give a speech that not only explains it but almost converts people.. ALMOST.
